台湾の医療制度とデジタルヘルスをテーマとした国際研究会を開催しました

2026年4月24日、本学経営経理研究所主催の第1回月例研究会を開催しました。当日は、台湾・長庚大学の盧瑞芬（Jui-fen Rachel Lu）教授 （現在、早稲田大学客員研究員）をお招きし、「The Role of Digital Health Under Taiwan's National Health Insurance System: Progress and Challenges」をテーマにご講演いただきました。盧教授は、台湾大学およびハーバード大学で研鑽を積まれた医療経済学および比較医療制度の専門家であり、国際的に活躍されている研究者です。現在は学術誌『Health Economics』のアソシエイト・エディターを務めるほか、台湾の全民健康保険制度を監督する全民健康保険委員会の元委員長も務めた経験があるなど、多岐にわたる役職を歴任されています。

講演では、台湾の全民健康保険制度におけるデジタルヘルスの活用事例（医療情報共有システムや遠隔医療など）とその成果が紹介されるとともに、プライバシー保護やデジタル格差といった課題についても議論されました。また、講演者ご自身の国際共同研究の経験についても紹介があり、研究の進め方や国際連携の重要性について示唆が得られました。

本講演は、デジタルヘルスの進展が医療制度に与える影響を多角的に理解する貴重な機会となりました。特に、技術革新がもたらす利便性とともに、信頼性や公平性といった課題への対応の重要性が示されました。今後の日本および国際的な医療政策の検討においても示唆に富む内容となりました。

On April 24, 2026, the Institute of Management and Accounting at our university hosted its first monthly faculty seminar. We were honored to welcome Professor Jui-fen Rachel Lu from Chang Gung University in Taiwan (currently a visiting scholar at Waseda University), who delivered a lecture titled "The Role of Digital Health Under Taiwan's National Health Insurance System: Progress and Challenges." Professor Lu is an expert in health economics and comparative health systems who received her training at National Taiwan University and Harvard University. She is an internationally active researcher who has served in various capacities, including currently as the associate editor of Health Economics and as the former Chair of Taiwan's National Health Insurance Committee, which oversees the operation of the National Health Insurance program in Taiwan.

During the lecture, she introduced examples of digital health applications within Taiwan's National Health Insurance system--such as medical information sharing systems and telemedicine--along with their outcomes. She also discussed challenges such as privacy protection and the digital divide. The speaker also shared her own experiences with international collaborative research, offering insights into research methodologies and the importance of international collaboration.

This lecture provided a valuable opportunity to gain a multifaceted understanding of the impact of digital health advancements on healthcare systems. In particular, it highlighted the importance of addressing challenges such as reliability and equity alongside the convenience brought about by technological innovation. The content offered rich insights for future considerations regarding healthcare policy in Japan and internationally.
